The City of Pooler utilizes a Council-Manager form of government. The City Manager is appointed by the Council and works with them on policy creation and then manages staff concerning implementation The position is responsible for directing and supervising the operations of Pooler. Managing and supervising all departments of the City to achieve goals using available resources. Responsibilities include preparing the annual budget , providing leadership and direction in the development of short and long range plans, advising the Mayor and City Council of financial conditions and current and future needs of the City, and monitoring and ensuring compliance with state/federal regulations.
City Manager since 2004, Robert Byrd, is a lifelong resident of Pooler, married to Shelly and has five children: Sarah, Maggie, Tyler, Hallie, and Peyton. Byrd graduated from Georgia Southern University with a Bachelors of Science in Mechanical Engineering Technology

Christopher T. Lightle, CPA - Finance Officer Chris Lightle is a certified public accountant and has worked more than twenty-seven years in public accounting specializing in providing auditing and consulting services to local governments. Mr. Lightle received a bachelor’s of business administration with an emphasis in accounting from Savannah State University. He is a member of the American Institute of Certified Public Accountants, the Georgia Society of Certified Public Accountants, the Government Finance Officers Association and the Georgia Government Finance Officers Association. He also serves on the Business and Professional Services Division Advisory Committee for Savannah Technical College.

The City of Pooler Attorney provides legal advice and services to the City Manager, Mayor, City Council and city staff to ensure that policies, recommendations and administrative procedures undertaken are within accepted legal standards. The City Attorney supervises the drafting of all ordinances and the preparation of legal documents, reviews and consults on city services and contracts, and provides legal opinions and counseling to the City Manager, Mayor, City Council and city staff. At the direction of the City Manager, Mayor or City Council, the City Attorney's Office provides appropriate representation for the city in all legal proceedings. The City Attorney also would supervise and manage any special counsel, which may be utilized for their specific knowledge and expertise. Craig began working with Scheer, Montgomery & Call, P.C. in 2010 where he focuses on civil litigation, local government law, corporate/business law, and criminal defense.
