The City of Pooler operates under a council-manager form of municipal government, where a professionally trained city manager is appointed to oversee the city’s day-to-day operations. As the city’s “chief executive officer”, the manager implements policies set by the elected mayor and council, manages city staff, prepares the budget, and ensures that municipal services are delivered efficiently and effectively.
This structure allows Pooler to benefit from professional administration while keeping policy-making in the hands of elected representatives. The mayor and city council function as a legislative and oversight body, setting priorities and long-term goals while entrusting the city manager to carry them out.

Heath Lloyd, City Manager
Heath Lloyd is a seasoned ICMA credentialed manager with over 18 years of public service experience in various high-level city government roles. His career includes positions such as Assistant City Manager, Chief Infrastructure and Development Officer, Interim City Manager for the City of Savannah, Public Works Operations Director, Water Supply and Treatment Director, and Interim Revenue Director.
Heath has been instrumental in implementing major projects, including sales tax negotiations, service delivery strategies, and significant infrastructure improvements. He managed a $190 million capital budget for Savannah, oversaw the construction of a state-of-the-art emergency preparedness facility, and led the city’s first major overhaul of its comprehensive land use and zoning ordinance (NEWZO). Additionally, Heath expanded municipal boundaries, improved parks and community centers, and enhanced customer service in the Revenue and Development Services Departments.
Heath’s extensive experience includes close collaboration with local and state officials, advocating for local government projects. In March 2021, Governor Brian Kemp appointed him to the Coastal Regional Water Council to assist with regional water planning efforts.
Heath has been recognized for his leadership and service, including receiving the “I AM Tourism” Award in 2022, the President’s Award from the Historic Savannah Foundation in 2021, and the Bike Walk Savannah Pedal Medal award in 2023. He has served on numerous boards and committees, such as the Leadership Savannah Board and the American Red Cross Board, and he is a member of the local Exchange Club.
Heath is dedicated to community involvement, volunteering countless hours, and serving as a mentor and coach. He is actively engaged in professional associations, including the International City/County Management Association (ICMA), the Georgia Municipal Association, and the National League of Cities.
Heath has been married to his wife, Tasha, for 20 years, and they have two sons, Hayden and Holden.
He holds a bachelor’s degree in Chemical Engineering from Clemson University and a Master of Science in Civil Engineering from the University of South Carolina. In addition, Heath is a triple eagle with a Master of Public Administration, a Master of Business Administration, and a Master of Arts in Social Science (focus on Political Science) from Georgia Southern University.
