In Georgia, a Downtown Development Authority plays a pivotal role in shaping and managing the downtown business district of a municipality. DDAs are key decision-making bodies that drive projects and initiatives aimed at revitalizing and enhancing downtown areas. One of the advantages of a DDA is its ability to access funding opportunities not available to other local organizations, such as business or merchant associations. Through the strategic use of these financing mechanisms, the Pooler DDA can help bring long-term growth and vibrancy to the heart of our city.
Serving as a DDA board member is a meaningful way to contribute to your community. If selected, you will be expected to attend monthly board meetings and dedicate additional time outside of meetings to actively engage in board activities. DDA meetings will be held monthly at Pooler City Hall.
Training Requirements:
Board members are required to complete eight hours of state-mandated training within their first year, focusing on Downtown Development Authorities. All approved or mandated travel, training, and educational expenses will be covered at no cost to the individual board member.
Criteria for Board Membership:
The Downtown Development Authority operates under special Georgia State legislation and is an independent authority tasked with planning, organizing, and financing projects to revitalize and redevelop Pooler’s downtown district. According to Georgia State Law, to be eligible for appointment to the DDA Board, a director must meet one of the following criteria:
- Taxpayer residing in the municipal corporation for which the authority is created.
- Owner/operator of a business located within the downtown development area who is a taxpayer residing in the same county as the municipality.
- A combination of the above qualifications (i.e., a taxpayer residing in the municipality and an owner/operator of a downtown business).
Additionally, at least four of the DDA Board members must, in the judgment of the governing body, have an economic interest in the redevelopment and revitalization of the downtown district. One of the directors may also be a member of the governing body of the municipal corporation. Important Note: If you do not meet the required criteria, state law prohibits you from serving on the DDA board.
