From streets and stormwater systems to water supply and canals, the Pooler Public Works team plays a crucial role in ensuring the safety, efficiency, and growth of our community. Let’s take a moment to recognize their invaluable contributions.
John Winn – Assistant Director of Public Works
With 31 years of service to Pooler, John Winn brings extensive experience and leadership as Assistant Director of Public Works. He oversees critical infrastructure services, including streets, stormwater, and sanitation, ensuring the department operates smoothly with a focus on efficiency and excellence.
Chris Costa – Superintendent, Stormwater Department
Chris Costa leads Pooler’s Stormwater Department, overseeing a team that maintains the city’s drainage systems. With 17 years of experience, he ensures the city’s waterways and stormwater infrastructure remain functional and resilient, including earning his certification for erosion and sedimentation control in 2024.
Stormwater Department Team
Pooler’s Stormwater team is responsible for maintaining 40 miles of drainage infrastructure to prevent flooding and protect water quality. Their work includes regular inspections, repairs, and improvements to ensure effective stormwater management throughout the city.
Shawn McNelly – Superintendent, Street Department
A veteran with over 30 years of service, Shawn McNelly leads the Street Department, maintaining Pooler’s roadways and traffic systems. His team ensures public safety and efficient travel, handling everything from potholes to signage. Shawn’s leadership is built on discipline, experience, and community dedication.
Street Department Team
The Street Department keeps Pooler’s roads, sidewalks, and signage in top shape. From routine maintenance to emergency repairs, their work ensures safe and accessible streets for residents and visitors alike, supporting the city’s growth and development.
Mark Williams – Superintendent, Water Department
Mark Williams, with 32 years of experience, has served Pooler’s Water Department for 26 years. He ensures the city’s water systems are safe, reliable, and efficient, earning recognition as GAWP’s Top Water Operator of the Year in 2016. Mark also contributes to city planning and zoning.
Water Department Team
The Water Department is dedicated to providing safe drinking water to Pooler’s residents. Their responsibilities range from emergency repairs and inspections to ensuring water quality. With a skilled team of operators, they maintain the integrity of the city’s water systems every day.
Public Works Administration Team
With 10 years in Public Works, the Public Works Administration coordinates construction plans, field inspections, and project closeouts. Stephanie Hobby, the Public Works Administrator, handles meter data, purchase orders, and resident service requests, ensuring effective communication and customer service.
Canal Team
The Canal Supervisor manages the upkeep of 40 miles of municipal canals. This includes clearing debris, repairing washouts, and addressing erosion control. The role ensures that the canals support flood control, water management, and environmental protection, all while meeting safety and regulatory standards.
